The Dolphin Onscreen Keyboard and Touch Bar do not fit fully on the screen so not all options are available to use on a Windows 8 Tablet.
This can occur if the Windows DPI is set to anything higher than 100%. The following article from Microsoft best describes how to set this back to 100% which is the default:
